Down payment assistance programs can help make purchasing a home more attainable by reducing the amount of money a buyer needs for the down payment and, in some cases, closing costs. Buyers in Maryland, Washington DC and Virginia may have access to state, local or other homebuyer assistance programs depending on where they are purchasing and their individual qualifications.

One of the biggest misconceptions about down payment assistance is that every program is only for first-time homebuyers. Some programs do have a first-time homebuyer requirement, while others may be available to qualified repeat buyers as well.

How Does Down Payment Assistance Work?

Down payment assistance, often called DPA, is generally used together with a primary mortgage. Depending on the program, the assistance may be structured as a second mortgage, deferred-payment loan, forgivable loan or another form of assistance.

Programs can have different requirements for income, purchase price, credit, occupancy, homebuyer education and the amount of the buyer’s own funds required. The property location can also determine which programs are available.

Because the assistance is combined with your primary mortgage, it is important to evaluate the entire financing package rather than looking only at the amount of assistance being offered.

Maryland Down Payment Assistance Programs

Maryland homebuyers may have access to programs offered through the Maryland Mortgage Program as well as certain county or local housing programs.

The Maryland Mortgage Program (MMP) offers several mortgage and down payment assistance options for eligible buyers. Available programs, assistance amounts, interest rates, income limits and other requirements can change, so the appropriate option should be evaluated based on the buyer’s current circumstances and the property being purchased.

Some Maryland counties and municipalities may also offer their own assistance programs. These programs can have separate eligibility requirements and may sometimes be combined with other financing when permitted.

Washington DC Down Payment Assistance Programs

Washington DC buyers may have access to programs such as DC Open Doors and the Home Purchase Assistance Program (HPAP), depending on eligibility and current program availability.

DC Open Doors can provide mortgage financing and down payment assistance for eligible borrowers purchasing in the District of Columbia.

HPAP is a separate District program that may provide substantial purchase assistance to eligible buyers. The process and timing can be different from a standard mortgage transaction, and funding availability can affect how and when the program can be used.

If you are considering a DC assistance program, it is particularly important to discuss the program early in the homebuying process so you understand the qualification requirements, expected timeline and current funding status before making an offer.

Virginia Down Payment Assistance Programs

Virginia homebuyers may also have access to state and local homebuyer assistance programs. Eligibility can depend on factors such as household income, property location, purchase price and the mortgage program being used.

Because program availability and requirements can differ by jurisdiction, the best starting point is to identify where you plan to purchase and then determine which current programs may apply to your situation.

Do You Have to Be a First-Time Homebuyer?

Not necessarily. The definition of a first-time homebuyer can also be different from what many people expect. Under some programs, a person may qualify as a first-time homebuyer if they have not owned a principal residence during a specified period before the new purchase.

Other programs may not require first-time buyer status at all. Certain geographic areas or borrower circumstances may also have different rules.

Rather than assuming you do or do not qualify, it is worth checking the requirements of the specific program available where you want to buy.

Income Limits and Other Requirements

Many down payment assistance programs have household or borrower income limits. Some also have maximum purchase prices, minimum credit requirements, debt-to-income guidelines or homebuyer education requirements.

The way income is calculated can vary between programs. This is one reason an initial review with a lender familiar with the particular assistance program can be helpful before you begin shopping for a home.

Is Down Payment Assistance Always the Best Option?

No. Down payment assistance can be extremely valuable, but the program offering the largest amount of assistance is not automatically the best financial choice.

Depending on the program, assistance may affect the interest rate, closing costs, repayment requirements or available loan options. Some assistance must eventually be repaid, while other programs may have different terms or restrictions.

A useful comparison should consider the amount of assistance, required cash at closing, monthly payment, interest rate and long-term cost of the financing.
